Located within the growing suburb of Menangle Park, this project involved the development of a two-storey primary dwelling and an attached secondary dwelling on a 450sqm lot. The design by Four Studio provides an efficient use of space while meeting the needs of multi-generational living- an increasingly common requirement in new suburban housing.

The project required assessment under both State Environmental Planning Policy (Codes SEPP) 2008 and State Environmental Planning Policy (Housing) 2021. These policies contain differing benchmarks for key development standards, including site coverage, landscaped area, and private open space. Navigating these overlapping frameworks on a 450 m² allotment posed a significant challenge, especially to ensure compliance across both dwellings without compromising design quality or triggering a development application.

Our Approach

Plan for Tomorrow provided CDC services with a detailed focus on legislative interpretation and site-specific design compliance. We collaborated closely with Four Studio to verify and reconcile numerical standards from the applicable SEPPs—such as floor area, minimum landscaping, and setbacks—to ensure the proposal remained within the streamlined CDC approval pathway. Particular attention was given to balancing built form footprint and open space across both dwellings to meet dual policy criteria.

The Outcome

The proposal achieved full compliance with the CDC requirements and proceeded without the need for amendments or additional assessments. Our input enabled the designer to optimise the site’s development potential while maintaining design integrity and regulatory compliance. The project sets a benchmark for similar dual-dwelling designs in the area under evolving policy conditions.
